Case Study
Elevate Accounts Receivable Performance with
Oracle Financials cloud
Overview
As part of its wider modernisation agenda, Vale of Glamorgan Council sought to uplift its Accounts Receivable (AR) capability to match the accelerating pace of digital government. Leadership wanted:
- Standardised, end-to-end AR processes that would scale with growth and new services.
- Straight-through invoice generation and digital delivery to citizens and commercial partners.
- Real-time insight into receivables that would empower earlier, data-driven collection actions.
The Council viewed these ambitions as a proactive step toward stronger cash-flow stewardship and an improved customer experience, rather than a response to system shortcomings.
Oracle Solution
- Fusion Practices implemented Oracle Fusion Cloud Financials, concentrating on Oracle Receivables excellence. Key features deployed included:
- RAutoInvoice to import and validate billing data from legacy and third-party systems.
- RBill Presentment Architecture with barcodes added to invoices for improving payment accessibility.
- RRecurring collections were automated through direct debit integration.
- RThird-party payment processor integration to make payments online, with auto-receipting directly within Oracle.
- RIntegrated Collections dashboards that surface aged debt and automated dunning action.
Rapid Implementation
Using Fusion Practices’ Agile4Fusion methodology and pre-built public-sector accelerators, the project covered design, data migration (Customer master and five years of open invoices), essential integrations, and two bespoke citizen-service integrations—all in just 14 weeks. A well-orchestrated change-management plan enabled a smooth go-live in April 2025, perfectly aligned with the Council’s new fiscal year.
Outcomes
Faster invoicing cycles through template-driven billing and automated accounting.
Automated invoice delivery and structured dunning/collections worklists to help reduce overdue balances.
Real-time visibility of receivables, ageing and receipt application through Oracle’s embedded analytics.
Controlled, auditable processes with standard and custom roles, approvals and complete transaction traceability.
Lower manual effort across AR tasks, freeing finance staff to focus on value-adding activities.
Strategic Benefits

Improved liquidity through faster and automated billing cycles.

Data-driven collection strategies using embedded analytics, cutting overdue debt risk.

A cloud platform that future-proofs finance operations, supports hybrid working, and integrates easily with wider Council digital services.
By partnering with Fusion Practices and Oracle Fusion Cloud Financials, Vale of Glamorgan Council transformed its AR landscape—setting a benchmark for agile, citizen-focused financial management in UK local government.
